Arbitrator Karl Uriah
As a young recruit in the Gunmetal City Arbitrators, Trooper Uriah saw his share of action against gangers and other low-level threats. Along the way, he picked up a CI from one of the local gangs, a move that would eventually save his life. When he was lured into an ambush by Arbitrators on the take, it was this informant whose untimely intervention kept him from being killed.
His investigation into these traitors revealed they were not only corrupt, but actively working with a Tzeentchian cult. That they didn’t realize they were in league with the Ruinous Powers was of no consequence. He declared his own little war on them,and with Sunshine’s help killed them all and prevented them from doing something nefarious. This brought them to the attention of an Inquisitor, who recruited them as acolytes.
Karl leads the cell; he’s the closest thing to a proper authority present, and his status as an Arbiter gives him a certain amount of clout when necessary. He knows Sunshine is relatively solid, and in any case completely expendable. Thebe, on the other hand, owes him her life and needs hjs protection. Flavia is a complete mystery, but he knows better than to question his Inquisitor.

Notes: I chose an Arbitrator over a Guardsman for three reasons: an Arbitrator gives the cell a certain amount of legal authority and ability to interface with the local police when necessary, a connection to the Scum character, and I just really wanted Totally Not Judge Dredd in my cell. I traded in the double-barrel for a pump shotgun simply because the idea of having a cop’s primary armament – especially in a crime-ridden pseudo-cyberpunk (literal) hive of villainy – be a double-barrel shotgun is laughable.
